
Dr. Shadiya Baqutayan is a respected mental health professional and licensed counselor recognized by the Malaysian Psychotherapy Association. She earned her PhD in Psychology from Universiti Kebangsaan Malaysia and has over 20 years of working experience in mental health, counseling, and clinical psychology, helping people cope with stress, depression, and other psychological issues. Her work focuses on improving mental health, empowering individuals, and promoting ethical practice, making her a caring and impactful presence in both professional and community settings.
Dr. Shadiya’s career blends clinical practice, academic leadership, and ethical guidance. She has acted as an ethical advisor, helping individuals, organizations, and businesses make decisions based on ethical principles and values. This role, along with her extensive experience, shows her ability to connect theory and practice, ensuring psychological insights lead to meaningful actions that enhance individual lives.
A well-known figure in national and international academic circles, Dr. Shadiya is active in several professional memberships in organizations such as the American Psychological Association, the Malaysian Psychotherapy Association (MPA), the American Association Of International Researchers (AAIR) (New York, USA), and the Asia-Pacific Chemical, Biological & Environmental Engineering Society (Hong Kong, USA, China). She undertook a training course on science, technology, and innovation (STI) policy from “The University of Manchester” in 2014 and received a professional certificate in STI Policy Management from UTM Perdana-ISTIC with an excellent pass. Through these affiliations, she helps advance the field while building collaborative networks across disciplines and borders.
Her research is both extensive and influential. She has led or contributed to 32 research projects, showcasing her expertise in managing complex studies. Currently, she is involved in two active grants, and her upcoming international research projects—looking into the impact of war on children's mental health—promise to broaden her contributions to knowledge creation and societal well-being. Additionally, Dr. Shadiya has played a key role in consultancy projects like the “National Underground Utility Mapping Policy (Phase I)” and the “Socioeconomic Impact of Smart Cadaster.” These initiatives highlight her forward-thinking approach and her dedication to research that supports national policy, infrastructure development, and institutional growth.
Dr. Shadiya’s publication record is also impressive. With more than 180 indexed and non-indexed articles and proceedings, including World Cancer Research Journal, European Review for Medical and Pharmacological Sciences, and Springer Nature: Sustainable Development Goals Series. She has significantly contributed to the literature on psychological studies. She acted as managing editor for the Journal of Science, Technology, and Innovation Policy (JOSTIP), served on the editorial board for the Peshawar Journal of Psychology and the Behavioral Science Journal, and was appointed as a chief editor for JOSTIP, showcasing her exceptional leadership in manuscript publishing.
In addition to her research, Dr. Shadiya has spent over a decade in higher education as a lecturer and as a program coordinator for the Master’s Taught Course in Science, Technology, and Innovation Policy (MSTIP) from 2012 to 2023. In that role, she has managed curriculum development, quality assurance, and student support, ensuring the program's academic excellence and its alignment with national policy and management education. Her leadership has been vital to the success and reputation of the program, demonstrating her ability to inspire and guide both students and colleagues in teaching and learning.
