I believe that access to health care as a fundamental human right and I am convinced that an adequate administration of power in decision-making process, is essential to allocate with a long-term guarantee, the necessary resources to make this a universal reality. Former Ambassador of Costa Rica to the United States (2018-2022), former Deputy-Minister of Health of Costa Rica (2014), former Stewardship of the Health, Nutrition and Sports Sector and Minister of Health of Costa Rica (2015-2017) and former Executive President of CCSS, the Costa Rican Social Security Fund (2017-2018).

I have worked as a health policy researcher, advisor and as a primary care medical practitioner in Costa Rica and Spain, and as a registered medical disability analyst in the United Kingdom. Inequities in access to quality services between rural areas, cities and marginal urban areas surround us and we must reduce them. As a Medical Manager, I have worked for the public healthcare system in Costa Rica and for international private insurance companies in Spain. I have had the privilege of practicing medicine in all three countries.

I have also experience in avoidable death (national health risk analysis for specific groups of diseases) research projects and development of cost effectiveness analysis. I have worked with the LSE Health Institute in a European project on health care provider’s incentives (financial and non- financial) to physicians, as well as in a research project about the sustainability of health care systems across the OCDE members; I was responsible of the country profiles of Spain and Mexico. As a researcher, I have worked on Health Care management projects.

Currently, I contribute to improving the lives of Madrid residents as a physician in Spain, working in healthcare centers. I continue to contribute to the Costa Rican Social Security System (CCSS) as a Medical Administrator of Health Services in the North Central Network Directorate. I have been a member of the Advisory Board of the Human Medicine Program at San Ignacio de Loyola University (USIL) in Lima, Peru, since its founding in 2020, and I have taught in the Telemedicine and Connected Health specialization at the European Center for Master's and Postgraduate Studies (CEMP), where I contributed to the development of the course design and the publication of the student manual. Additionally, I am an associate member of the Costa Rican Academy of Genealogical Sciences, which helps thousands of people discover and understand their genealogical past and roots. I am aware that Hispanic culture is alive and we need it more than ever.

I own a Magister Scientiae (MSc) degree in Health Policy, Planning and Financing from the London School of Economics and Political Science (LSE) and the London School of Hygiene and Tropical Medicine (LSHTM) from University of London and Master (MA) in Health Care Management and Administration and a Master (MA) in Health Economics and Pharmacoeconomics from the Universitat Pompeu Fabra (UPF) from Barcelona. I was trained as a Medical Doctor in Costa Rica at the Universidad Autónoma de Centro América (UACA), I have a Magister Scientiae (MSc) degree in Administration of Health Centers and Services from the Universidad de Ciencias Médicas (UCIMED) and I have an Advanced Studies Diploma (ASD) in Political Economics from Universidad Complutense de Madrid (UCM).
